In 2026 the agent-governance field shipped real toolkits - Microsoft's Agent Governance Toolkit, CrewAI Enterprise, LangGraph with LangSmith. I re-scored four frameworks against Ostrom's eight principles for governing a commons. Enforcement improved everywhere. Participation still scores zero everywhere. The ceiling held at 9 of 24.
