Defined refusal categories. What the agent will not do, regardless of instruction.

Memory
Identity separated from operational data. Poisoning resistance. Governance over what persists.
Charter
Operating principles. Defined boundaries. Authority structure.
These five properties emerge from one governance tradition among many. Agent systems governed through collectivist, Indigenous, relational, or other frameworks may define governance differently. Bot Authority is designed to be extended, not to be the last word. No governance tradition should have to translate itself into ours to be recognized as governance.
